On August 13, 2010, Mr.Peigang He, the founder of Horizon Group, being a representative of top 100 accounting firms, is invited to attend the Fourth Forum of CPA, which was held by the Chinese Institute of Certified public Accountants.

The topic of this forum is "Exploring new service area for CPAs and Changed development method of Chinese economy". Jun Wang, vice minister of the Ministry of Finance, Zhongli Liu, president of the Chinese Institute of Certified Public Accountants, Jianxin Guo, vice secretary-general of the State-owned Assets Supervision and Administration Commission of the State Council, and chief accountant of the China Oil Group, present this forum and give their speeches in the forum.

During this forum, four accounting institutions, which are the Chinese Institute of Certified Public Accountants, Beijing Institute of Certified Public Accountants, Guangxi Institute of Certified Public Accountants, Jiangsu Institute of Certified Public Accountants, signed three cooperation agreements with the relevant local governments and units, these agreements are "Establishing a model base for accounting service on the Finance Street of Beijing", "Establishing a model base for exporting accounting service between China and Association of Southeast Asian Nations" and " Establishing a model base for outsourcing accounting service in industrial area of Suzhou city". The parties signed the above agreements promise guiding, developing and promoting the above model bases for the new business areas.
